Okay so the reason I want to suggest this is simply because so many viewers (basically all but official) do this to an extent. While I doubt this will be accepted I'd like to point out some possible concerns and how they aren't handled in other viewers.
So, when it comes to key conflicts... Turns out none of the viewers handle this. They actively conflict with movement keys if an active gesture uses that key.
Also, unlike other viewers I only added the Space, 0-9 and A-Z keys as options. All of the keys I added work as expected.
When typing in a field these keys do not conflict.
While this is non-compliant it is a very common feature. Any conflicts that I found (I've been using a modified viewer with this patch) are also in all other viewers.
This would simply be nice to have because it makes it easier to handle gestures that use those keys (they work even without the UI supporting it). This also allows you to properly see these shortcuts in the preview/edit panel/floater.

I've attached a diff patch.

Sorry, this will not be accepted.

Allowing gesture shortcuts that would potentially collide with viewer shortcuts would just make things more confusing than they are (with window manager shortcuts & Co).
