There has been a new fix by LL pushed to viewer-pathfinding this week. It is part of today's releases (v1.26.4.30 and v1.26.5.9) but since I'm tired to revert to the old code and then to reinstate the new code at each new release, I made it configurable via two debug settings: UseNewTargetOmegaCode (defaulting to FALSE, i.e. to the old code path) allows to toggle the new code for llTargetOmega() angles tracking, while IgnoreJointInfo (also defaulting to FALSE, i.e. to the old code path) allows to ignore the supposedly deprecated code that kept track of joint rotations.
By toggling each setting (there's therefore 4 possible combinations) and restarting the viewer you can test whether the corresponding code paths are valid or not for any particular spinning object: please let me know which combination(s) work(s) for you !
