I need a log file, and the copied info from the About floater: I don't even have a clue of what are your system, graphics card, video driver, etc !

I still cannot reproduce your issue here... I just sent you a private message with a link to a test viewer and a testing procedure for it.
EDIT: since you are using a self-built Windows XP 32 bits viewer, I cannot provide you with a test build. And since I only support official builds made available on this site by me, I cannot guarantee that next release (which will have a few minor changes to world map drawing) will work for you...
My advice: update to a newer, 64 bits OS (Windows 7 64 bits, for example: close enough to Windows XP, and still maintained for a few more years).

Yes, i run own build. For this reason, I also keep old builds. I identified what time this problem came to occur. The flashing of the map occurs from version 1.26.20.6 or later. It did not occur in earlier version (1.26.20.0 - 1.26.20.5) Is this survey useful?

It would if I would have time to investigate and a mean to verify the changes I make. It is not the case. Windows XP is unsupported, period. The few changes I made for next release may solve your issue. If not, then you may investigate and experiment yourself if you feel like so (use the incremental diffs to see what changed from one past release to another).

Thank you Henri. Today, I build the latest viewer (v1.26.20.14). But Unfortunately, however the flashing of the map was not corrected. Since it is not a critical problem, It is all right as it is

This is most likely a driver issue: try a newer (if you can find one for Windows XP !) or an older version...
