In the latest build, right-clicking the mouse anywhere and selecting "Create" opens an edit window for whatever was right-clicked on, and does not change the pointer to a tool for rezzing a prim.

Edited to clarify, and to report my further finding that 1.26.18 (16) has the same problem. Version 1.26.18 (14) works as expected.
(I never downloaded (15), so I can't narrow it down further than that.)
