Last version of CoolVLV shows a (IMHO unusually) high CPU use from SLVoice plugin. Plugin alone uses 28-30% of CPU. Please note I'm the only avatar in the sim and I'm not using voice (eg the mic is off). Tried to switch voice off and CPU reverts to 2-3% Switching on again reverts to ~30% I tried with other viewers (Firestorm/Alchemy) and SLVoice stands about 2-3%
It looks like a bug in your tasks monitor: the viewer consuming only 3% of a CPU core while voice consumes 26% ?... Impossible ! The viewer itself normally consumes 100 to 160% of a CPU core (once everything is rezzed, and up to 300%, i.e. 3 full cores while rezzing), since it consumes a full core to render and the 3D driver itself is ran with multi-threading on, which means at least 30-60% of a core consumption added.
In any case, I cannot reproduce here what your are seeing on your system (I get 160% for the viewer on a 2500K @ 4.6GHz + GTX970 and SLVoice between 0 and 4%).
In this screenshot I have two viewers with activated voice: a bug in the task monitor (BTW this time I used another one, htop) should show same wrong values for both?

Pulseaudio at 19%... I'd suspect an issue with it (that could cause SLVoice to loop forever, waiting for Pulseaudio).
In any case, I'm afraid there is nothing I can do: beside the fact I cannot reproduce your issue (see the attached screenshot), SLVoice is closed source...
Note also that the Cool VL Viewer is using Snowglobe's v1 SLVoice (unlike all other current viewers), and that I do not plan on updating it to a newer version (it would involve rewriting voice support in the viewer, and since I do not use voice myself, I've got zero motivation and no time to do it).
