I don't know if this is a bug or a feature that I somehow turned off and can't find to turn back on. For the past few months, when I log on, I don't receive group notices that were sent when I was logged off. I thought it might be Second Life, but when I log on using Singularity, I get the notices.

Did you enable "Advanced" -> "Network" -> "Use capability for offline IMs retrieval" ?
If yes, turn it off: that capability has not fully been implemented by LL and from the look at your log I would conclude that it sends a wrong (null) UUID for the group Id in offline notices...
Also verify that you did not mute the corresponding group notices in the Groups floater (check boxes in the column under the yellow triangle "!" icon: an un-ticked checkbox denotes a notices mute).
