Known bug: fps halved down after model upload floater use

I found out that a change introduced in v1.28.1.8 ("Backported from LL's viewer Euclid the removal of unused fixed OpenGL functions in LLVertexBuffer, only keeping those used by GLOD.") is causing a massive slow down in frame rates when using the model upload floater, and that this slow down persists after the floater is closed (and until the next relog) !
This nasty bug is already fixed for next release.
