Title says it all. I tested this across multiple systems, with ALM disabled/enabled, and with PBR disabled/enabled. I also did a test where I modified the isTooComplex function in llvoavatar.cpp to print a message whenever the function returns true. When I tested my modification out, it printed messages every time others avatars flickered. When I turned off max complexity, the messages subsided completely, and the flickering stopped. This problem doesn't happen in SL whatsoever. This means the bug is likely due to an opensim-specific quirk/bug related to complexity calculation. Let me know if you need more information.
