cool vl viewer setup ver. 1.26.8 (9)

 when I start the download of the setup, it appears to download for its allotted time, and then says it couldn't download but there is only a partial download in my download folders. All my previous cool vl viewers downloaded without this problem. is there a fix ?
I found the problem, I had Dell technician go into my pc, and found its not CoolVL that has issues, its due to certain restrictions that are in Explorer 10, which I had up graded to. I have windows 7 operating system, so I went back to Explorer 9 and that solved the problem, and I am able to update CoolVL. For some reason Explorer 10 was blocking CoolVL and various other down loads such as eve online. Clear the cache of your web browser, or SHIFT-right-click on the download link and choose "Download" (or "Save As...") to force your web browser to ignore the cached (and corrupted) file.
