Installer and Snowglobe download: 1.28.8.12 on Windows 7

This may affect all versions.
Situation: Windows 7 installing 1.28.8.12 to new folder
Snowglobe archive location option is displayed by the installer, but without any apparent way to enter the location of a Snowglobe archive, leading to an automatic download of Snowglobe by the installer. Process ends with a Windows warning of a possible incorrect install, suggesting the installer be re-run in compatibility mode. Doing so appears to repeat the whole process with the same forced download of Snowglobe, and no option to use a local copy.
This isn't seen with a simple upgrade to an existing installation, when the Snowglobe options are not presented.

There is no bug, here...
Just point the installer where your Snowglobe archive lives (i.e. you don't point the installer to the archive itself, but to the folder containing it).
If the installer doesn't ask for that location, it's because it found the archive by itself. If the archive fails to decompress (corrupted archive), it retries a download.
Simply wipe out the corrupted archive and let the installer download a fresh copy.

Then I am afraid the messages presented seem a bit misleading. Nothing about a corrupted file, for instance. I am told that the installer cannot find Snowglobe, and I can either enter the location in a field, or leave the field blank and let the installer download Snowglobe.
The field is not visible.
The installer then downloads the archive. Where it put that version of Snowglobe, I have no idea. I made sure there was one copy of the Snowglobe archive on my computer, and made sure that Windows Search could find it. I installed a copy of Snowglobe from that archive, and then uninstalled that Snowglobe copy, so I was confident it was not corrupted.
The installer does not find the Snowglobe installer, does not provide the ability to enter the location into a field, and does not appear to save the Snowglobe installer it downloads, although it does complete the Cool VL Installation.
Are you sure that the installer is working as you believe it does?
