This is in no way a bug, and is the intended behaviour.
The official Second Life viewer limits the precision of the display of the repeats per face/meters to only one decimal. The Cool VL Viewer displays two decimals for these settings. Some other TPVs have increased the number of displayed decimals beyond the reasonable or even useful.
However, for all viewers, you may perfectly type in more decimals in these boxes than what is displayed (the display is rounded up or down, with the 5/5 rounding convention, but the value you type in is actually sent to the server without rounding). So, just type-in 0.995 and the repeat will actually be set to 0.995, even though it displays as 1.00.
I will not change the number of decimals, but you may do it yourself if you wish, by editing the skins/default/xui/en-us/floater_tools.xml file and changing the number of "decimal_digits" to 3 for these spinners ("TexScaleU", "BumpyScaleU", "ShinyScaleU", "TexScaleV", "BumpyScaleV", "ShinyScaleV" and "rptctrl").
