I've noticed in both versions, 1.31 and 1.30 that even with "Rez objects with land group when possible" unchecked, if I rez a cube on OSGrid, it is set to the land group.

I verified the code and it is perfectly fine: this (very simple piece of) code did not change the least since it has been implemented, well over a decade ago, so all Cool VL Viewer versions would behave exactly the same...

The viewer will ask the server to set the group for the rezzed object to either your avatar's current (active) group ("RezWithLandGroup" set to FALSE) or with the land/parcel group ("RezWithLandGroup" set to TRUE): whether the server obeys/grants (or overrides) this request or not is beyond the viewer control...

So, either your avatar had the Land group active (and the setting value will not change anything), or the OpenSim server forced the land group by itself when rezzing the object (this may be the case, for example, when object rezzing on the land/parcel is restricted to a group and you belong to that group already)...

Thanks Henri. I never have a group active so it's probably an OSGrid thing.
