No, "not yet"... The viewer itself would be rather easy to adapt for Windows ARM64 (aarch64) builds, based on what was done already for Linux (i.e. using sse2neon), but all the pre-compiled libraries would need to get a Windows ARM64 build created... Time consuming, and I don't have a Windows ARM system to test it on. But if you want to give it a try, be my guest !
