Script and Notecard With Tilde Save Issue

This is not expected behaviour, at least for me. When saving a file (scripts/notecards) to the local computer's filesystem it silently fails when the filename starts with a tilde (~). It would be nice if it would go ahead and save it, but if that's not possible, could it at least simply refuse to save at all just as it does when there are slashes in the filename?

The log of the activity doesn't show anything unusual: If you need a full log I'll post one. It's easy to recreate, just create a notecard or script in your inventory with a tilde as the first character of its name and try to save it to the computer's filesystem.

I cannot reproduce this issue here (I can save files with a ~ in their name, either at the start, in the middle or at the end (*.txt file extension excepted) of the file name. It's probably a locale issue (UTF-8 against ISO-something) on your system...

This is LL's fault and happens with all viewers. It's due to faulty links in the server releases (mostly RC releases, but also sometimes the main release). It can work fine after a server roll out and then fail with the next, depending on a Linden's ability to properly quote special characters in the server release note URL.

Playing with this, I've found that it does save the file just fine if it's destination is my home directory. Any directory under my home and it silently fails. Perhaps it's attempting to do some tilde expansion?

Oh, and I tried changing locale, normally on my system it's set to en_US.UTF-8, but I tried with en_US, en_US.iso88591 and even fr_FR.utf8. All behaved the same, silently not saving file names that started with a tilde.
