Marine Kelley recently changed the license on the RLV code to LGPL...does that mean that Cool VL Viewer will change to it as well ?

No. The Cool VL Viewer is based on Snowglobe v1 and even though huge portions of this code base have been replaced with LGPL code coming from LL's v2/3/4 viewers (or by my own code), some code is still GPL(+FLOSS) and the most restrictive license therefore must be kept for the viewer as a whole.
Note that LGPL is no benefit for an Open Source viewer (it would simply allow someone to close the sources or reuse the LGPL sources as part of a closed source project) and that, when asked by TPV developers, I make my own code LGPL so that they can integrate it in their LGPL viewer.
The GPL license is therefore not an issue, as far as I am concerned.
