Simply rename libpcre.so.0 into libpcre.so.3 in the lib/ directory of the Cool VL Viewer and the viewer will use it... Strange that it requires libpcre.so.3 however... Perhaps because of the GTK+ version... I'll add a libpcre.so.3 symbolic link to libpcre.so.0 in the next releases...
Also, try copying libpcre.so.0 to libpcre.so.3 instead of renaming it (so that both libpcre.so.0 and libpcre.so.3 are present in the viewer lib/ directory).
The library got properly loaded. So what's wrong ?... What are the viewer logs saying. Please, be specific in your reports and provide all relevant info instead of just replying with one line (or even one word !) messages...
